Description
A file written by hand, with no script behind it, so it is a source rather than a model.
It is read by the brazil_soy_2023_2024_v27 supply chain (BlockedRoutesUF in
trase/models/brazil/soy_2023_2024_v27/preparation.py),
a hand-curated list of origin/destination state (UF) pairs that the bill-of-lading
decision tree must not route volume along. It applies the same rule as its sibling
blocked_routes_municipality but one administrative level up, matching on the first five
characters of the hub and port trase ids.
