Description
A file written by hand, with no script behind it, so it is a source rather than a model.
It is read by the brazil_soy_2023_2024_v27 supply chain (BlockedRoutesMunicipality in
trase/models/brazil/soy_2023_2024_v27/preparation.py),
a hand-curated list of origin/destination municipality pairs that the bill-of-lading
decision tree must not route volume along. A flow matching a pair here is sent back to
"Unknown - missing information" rather than keeping the logistics hub the tree inferred,
except where the hub is its own export port.
Together with its sibling blocked_routes_uf it replaces special_cases_routes, which
carried both the blocking rules and a level override in one file.
