Aligns kecamatan, kabupaten and province boundaries against the Ministry of Home Affairs' (Kemendagri) 2025 administrative-boundary code regulation, and produces the new 2026 province/kabupaten/kecamatan boundary files plus a transition table mapping old kabupaten/province codes onto the new ones.
