Purpose

The purpose of this code is to look at the SICARM data and how its information compares to that of the BoL for soy exports in 2023.

This information is an input into the scoping of a new Brazilian soy SEI-PCS method.

SICARM and Cadastro (Soy) CNPJs

First, we check the non-overlapping CNPJs between the Cadastro (filtered to soy activities) and SICARM. The data below show CNPJs that are in SICARM but are not in the Cadastro (soy)

The above “missing” CNPJs appear in the overall cadastro, with CNPJs that are not linked to soy activities (via CNAE). This probably has to do with the fact that not all storage facilities are meant for soy and we should refer to the CNPJs CNAE to make this stronger link between the CNPJ and the soy storage facility. This point needs to be discussed internally in more detail.

Total number of Sicarm CNPJS that are unmatched by the soy-specific CNPJs in the cadastro: 1369.

We do a few manual checks to see the mismatches with:

  • BUNGE 84046101013171: bulk pet food
  • BUNGE 84046101037003: wheat processing
  • BUNGE 84046101040144: other bulk sales type
  • BUNGE 84046101037194: seems to be an office and sales of oil

This just confirms the lack of “soy” relation to the Sicarm storage facilities.

Shippers, SICARM and Cadastro (Soy) CNPJs

To link shippers (exporters) from the BoL to storage facilities, we first need to filter the BoL to soy as grain to remove any link of oil/cake with grain facilities.

We then check how the CNPJ or the shippers (as exporters) overlap with the SICARM CNPJ, and the cadastro CNPJ and the representative volume

There are some odd pieces of information and mismatches which we try to rationalize here:

Best case: CNPJ is in BoL, Sicarm and Cadastro (Soy) - high confidence of storage facility link This case concerns 13693241 tonnes and 18.2 % bean exports in 2023 (HS code 1201) (BoL are filtered to bean only here).

Missing Sicarm: CNPJ is in BoL, not in Sicarm, and then we note 2 possibilities:

  • the CNPJ is in the Cadastro, representin t missing_sicarm_but_cadastro_vol$tonnes tonnes or 17.3 % of bean exports
  • the CNPJ is not in Cadastro, representing 12956894 tonnes or 17.3 % of bean exports in 2023.

In this second case, the lack of CNPJ in the cadastro could mean a few things:

  • trade occurs via other activity (i.e office)
  • CNAE information is incorrect: there are some cases of that, e.g.: COFCO (06315338001000), BUNGE (84046101000193)

We look at a few examples:

  • BUNGE 84046101033873 (not in the cadastro either) is related to oil
  • BUNGE 84046101030262 (in the cadastro) seems related to oil
  • ADM 02003402008079 (in the cadastro) is related to bulk sales of soy
  • ADM 02003402006700 (in the cadastro) is related to bulk sales of soy
  • COFCO 06315338001433 (in the cadastro) bulk sales of ag products
  • COFCO 06315338000895 (not in the cadastro) related to coffee activity

In cases like the last in which the CNAE is linked to coffee activity, we may use CNPJ8 instead of CNPJ14 (since it leads to doubts on the facilities themselves).

When looking at CNPJs in BoL that are linked to information in the Sicarm, we note a total of 16054411 tonnes in 2022 (representing 21.4 % of bean exports) and 16136205 tonnes in 2024 (or 21.5 % of bean exports). In both cases we are talking about 18 % of total exports.

These numbers are to be compared to results in 2021, when this number was 33 Mt soy (25% of total exports).

SICARM, Cadastro and SICASQ

We check the latest Sicasq data and also check how the BoL, Sicarm and Sicasq CNPJs overlap

There is quite a bit of overlap in the CNPJ across the Sicarm and Sicasq datasets and information on address could potentially be used to cross-reference the location of the facility in question.

The total volume in this category is 12702024 tonnes representing 16.9 % beans, which, in Sicasq, are focus on exports to Russia and China.
