Indonesia Palm Oil Mills - Clean dataset for website

The mills_clean.py script cleans up the Indonesia Palm Oil Mills dataset, created by Jason Jon Benedict*, Kimberly M. Carlson, Ramada Febrian, Robert Heilmayr, for use in the logistics map of the trase.earth website, and saves it to S3.
