Côte d'Ivoire Cocoa Cooperatives - Clean dataset for website

The ic2b_v2_clean.py script cleans up the Ivorian Cocoa Cooperatives dataset, produced by Valentin Guye, for use in the logistics map of the trase.earth website, and saves it to S3.
