Argentina assets pre-processing

This folder contains a series of scripts for creating a full list of assets based on the RUCA, the main asset registry in Argentina located here.

While the RUCA includes company names, CUIT and activities, it lacks location data. Using the unique ID numbers for plants and establishments, we are able to attach location data from four other sources, such as:

  • Establishments - a list of facility locations not expected to be updated (many locations can be older locations no longer in use)
  • Operators - list of operators from the ONCAA, or the predecessor to the RUCA (up to 2012)
  • Railway data from the Ministry of Agroindustry detailing railway access per facility:
  • Railways1
  • Railways2
  • Railways3
  • Railways4
  • Silos, a list of silos from the Ministry of Agroindustry
  • Points - A layer of facility locations from the Ministry of Agroindustry data portal (seems out of date but could be used for some validation)

Each source has files located on s3 at "argentina/logistics/assets" and is pre-processed in turn according the the following scripts: * clean_establishments.R * clean_operators.R * clean_railways.R * clean_ruca.R * clean_silos.R

The final step is to combine all the assets and their location to the ruca list in the match_asset_locations.R to create a RUCA_LOCATIONS.csv file which is used to identify asset location and ownership in SEI-PCS

An additional script called silo_capacity_comparison.R compares the number of silos per department obtained from the asset list to the official numbers from RUCA. As of March 24th 2021, the number of silos per department identified in the assets are consistently lower than the official numbers which could be due to several reasons:

  • (1) Counting: we count 1 silo per owner, without knowing the number of physical silos at the site
  • (2) Location matching: some silos identified in the assets could be in the wrong department (some departments identified in the assets do not match those available in the official numbers)
  • (3) More than soy/corn: there is no designation as to what these grain storage facilities are and therefore could reflect more than just soybean and corn

The list of crushing facilities should be complete.
